The Council of Australian Governments (COAG) agreed on a national occupational licensing system in July 2008. The scheme will cover licensing requirements for selected occupations, amongst other things. The NOLS will remove inconsistencies across State borders and allow for a much more mobile workforce. Once a licence is issued the licence holder will be able to use the licence to work anywhere in Australia without additional paperwork or cost.
A national licensing authority will set policy and maintain a national register, while the various states will issue licences, undertake complaint handling, compliance and enforcement monitoring, investigate disciplinary matters, and be responsible for conduct requirements.
Occupations will go across to the national system in a phased approach. The first wave of occupations will encompass electrical, plumbing and gas fitting, refrigeration and air conditioning mechanics, and property agents (other than conveyancers and valuers). The second wave of occupations will encompass building and building-related occupations, conveyancers, and valuers.
The timelines relating to the commencement of NOLS are currently being revised. Work is underway on consultation documents (Regulation Impact Statements and Regulations) that will provide interested parties with the opportunity to comment on the NOLS proposals.
